This series contains minutes and correspondence of the Council's board of directors, executive directors' files, general business files, reports, and printed information about the Council and its activities, 1966-1985. The largest segment of this material is made up of the files of executive director Carmen Bolden (1970-77). Included are exchanges between Bolden and state and local officials, grants administrators, and social agency heads concerning the Council's programs; and materials on a Community Residential Survey planning study of Spanish-speaking neighborhoods conducted by the Council under a Philadelphia Model Cities Program grant in the early 1970s. Also included are files on community groups of which Mrs. Bolden was a board member. During the early 1970s, Concilio received two grants from the Philadelphia Model Cities Program of the Model Cities Administration, U.S. Department of Housing and Urban Development.

In 1972 the Council received funding from the National Puerto Rican Forum, under contract with the U.S. Department of Labor, to conduct a program designed to supplement government veteran services among the Spanish-speaking veteran population.
